you are correct about all Power 5 schools guaranteeing 4 year scholarships. Turnover, even massive turnover, is not uncommon in early years of a program, however, that is not a sustainable way to recruit or build a program. Eventually the word/rep precedes a staff and players will not put a lot of stock in someone they believe will not make a long term commitment to them.
